[Varian is here mostly to act as a mediator. Luz already came to him with her worries- and he knows they're very legitimate ones. He knows the younger kids in the house need to feel safe. But Varian is also in a position to have done some horrifically terrible things in his past. He can't really completely berate Reaper for past actions either.
