And Talwyn is going to be ready for him. He's heard Maul's stories about him, and he wants to show this Emperor what the Sith of old were made of.
Knowing all this, Talwyn chose a remote location, where civilians aren't going to be caught in the crossfire. He senses Darth Sidious before he even steps into view. If all goes well, he won't have to maim the Sith Lord's host.

Sidious will be drawn in again, looking to finish what they started, and then Maul will act. Talwyn can only hope that Maul knows what he's doing. And that his fellow Sith isn't going to do the Sith thing and stab him in the back.
