Maul had been following Sidious surreptitiously for most of the day. He was trying to figure out a good way to exorcise his master in such a way that didn't involve death. Unfortunately, as he well knew by now, killing was easy while sparing people's lives was much harder. When he saw his master turn Force Lightning on someone who had been bold enough to try to stop him, he froze in place.
