Luz knew that Rose was a good person and would strive to use her powers to help. Luz wanted to make sure that she had that chance too, because so much could go wrong if Rose didn't have the proper guidance, or was too scared to even try.

I'm glad!

And she was too- Luz was not about to let anyone get to Rose while she was still learning how to gather up her strength and get better physically and mentally. She'd been through so much already, Luz wanted to make sure that she'd be able to deal with it all on her own soon!

And from what she'd seen of Rose's courage, she wasn't too far off. She reminded her of OTHER Rose, the one that was courageous and brave despite not having magic or strength at her side.
