Though as a show of good faith he does hold the notebook back out to Izuku to take it. He's not about to set it on fire and throw it in a fountain after all. What kind of asshole does that?
"We live together so, yeah. We're friends. As for the shovel talk? It means if you are like secretly fucking evil and are planning evil crime stuff it means I hit you with a shovel." Flat and to the point.

"Thank you." ...For giving him back what was rightfully his in the first place. Baby steps, Midoriya.
So that's what shovel talk means. It's fortunate that Midoriya isn't into "evil crime stuff." Or plain old crime. He'll just never mention that police coverup. This will be fine.
"I'm not. You can ask Rose-san. No shovels necessary," he assures him.
