He knew he could count on Todoroki.
"This way," he says in a low voice, crouching and moving around the battle zone behind cover.
"There are three evenly spaced on our left near that tree, and two behind that retaining wall. I want to flank them. See there, you can tell where they are by following the line of fire. Of course we could just wait for them to finish each other off, but I think a proactive approach will be better, since we can overwhelm them in the chaos, and take advantage of others distracting them in case we need to retreat. Staying together is best, since we can alternate throwing snowballs and making them..."
Midoriya, please don't... analyze the snowball fight...

In the end, he only has one question. "Which one of us should start with throwing them and making them?" Sadly, he has no experience with either.

Midoriya, Hero Course student and resident tryhard, is making this snowball fight more intense and action-packed than it needs to be. But it's fine, because he knows Todoroki is with him 100%. They've got this. He's already scooping up snow and packing it in his gloved hands, calling up childhood memories to help him remember what it was like to play with others in the snow. Since he didn't have friends in middle school, it's been a while.
"So when's the last time you've had a snowball fight, Todoroki-kun?"

"Alright." He settles down in the snow, wearing little more than jeans and a light sweater, plus a scarf. His ability to regulate his body temperature makes anything more unnecessary.
He doesn't think much on the fact that he's never really made a snowball. He knows what they look like, has seen a few people play on his way to and from his activities at school, but he's never actually participated. For one, his powers - as Midoriya wisely pointed out - would be overkill. No one wanted to play against someone they'd knew they'd lose again and besides, back then, Shouto wasn't the type to 'hang out' or 'play' with his classmates. Things are different now. No longer isolated, he's quick to try out new things with his friends including reading manga with Sero and Kaminari. In comparison, this seems a lot more interesting.
"I haven't."
He gathers up the snow with his bare hands - because who wears gloves? - while he answers and starts to pack the snow together. With his hands emitting enough heat to melt the snow in place, he's able to quickly churn out his very first snowball and gets to work on the next.
"This is my first time."

For a long time, Midoriya didn't have things like being invited to people's houses or hanging out after school. Forget it, not with a total loser like him. Having grown more shy due to being picked on, his habit had been to immediately make his way home and throw himself into updating his hero analysis notes instead.
Midoriya doesn't think his own experience compares to Todoroki's, but... he gets it.
He looks at him, faint surprise immediately giving way to a bright grin. Well, now he's determined that Todoroki's first actual snowball fight be fun. He's going to give it his all.
"But you're already a pro at making snowballs!" He molds a few more spares. "It's been a very long time for me," he admits, "but I think we can win. Ready?"
