Dean will toss a post up on the network that is visible to all. It's just an ad for the place - a huge blinking gif that says ROCKY'S BAR, and a text under it that says 'GRAND OPENING MARCH 1, 7:00pm - ?'. There is a list of information available in the post, as well as normal opening times (12 noon), and closing (2am-ish). This is an open invite for the entire community to come check it out. All ages will be permitted into the arcade (and offered soft drinks/water from the bar) until 10pm, after that, they will be asked to leave the premises, and it becomes adult only.
Admission: Admission will be local 'currency'; a shiny rock, quartz or gemstone (or something similar) will pay for a night of drinks and games. Spices and things like salt/pepper are also acceptable.
Or, if you want to work a shift then throw down, same gig.
The place will be set up for a proper party - streamers, music pumping from a jukebox in a corner, though there is a playlist that is on shuffle unless someone picks something else. At the far end of the bar, through scattered tables and chairs, there is also a karaoke stage. Two microphones are set up, but there are more if there are enough in the party to warrant digging them out. For now, a Trench citizen is running the karaoke rounds (and will be doing so every Friday night until the position is otherwise filled), and should you want to sing, just write your name down in her little black book along with the song title, and she'll call you up when it's your turn.
There's a long banquet table of food against one wall that is being refreshed as needed by various Trenchies. It includes the following:
French fries
Onion rings
Nachos
Wings
Mozzarella sticks
Quesadillas
Chicken Sliders
Artichoke dip
Traveling downstairs and into the basement will take you to the arcade - there are tons of games lit by neon and blacklight, their siren song luring you right in. Pacman, DDR, Galaga, Asteroids, Frogger, etc are all there, as well as several pinball machines, ski-ball, a foosball and an air hockey table. If you dream it, it's probably there.
If none of that is your style, you can hit the bar, where Dean himself (and another Trench citizen) will be serving drinks - there's a Squid Special (a tequila shot and a beer), and three craft beers on tap - Cosmic Cowboy IPA, Fox Rye Lager, and Blue Ghost pale ale, all from Dean's own microbrewery.

Magic is kinda cool when it isn't trying to kill him.
The grand opening itself is kind of nerve wracking; he isn't sure anyone will actually come, but the people he told about it seemed interested so that seems like a positive. Right at noon, the doors are unlocked, and Dean's behind the bar, ready to serve.
He can be found later taking a break by the food, a plate in his hand and a beer sitting on the table beside him, surveying the room and making sure no one's acting like a jackass. He will be in the arcade at some point as well, checking in on things, and just generally mingling with people and gathering opinions and feedback. ]

It's Not a Titan Summon But Man Is The Arcade A Flashbang
Really it was the tame quality of the grand opening announcement including admission fees and a place to mingle that drew her in. Particularly a place to mingle without having to cover up head-to-toe and risk life and limb to socialize. After a few months of winter in Trench, Gaia is dying for some company she perceives as more 'normal'.]
What in the world...!
[ ..Because eventually she's drawn down to the lights and sounds of the arcade which is... calling it a shock to her senses would be an understatement. When Dean comes around to check on things, he'll see the girl a bit staggered, a cup of soda in her hand and trying to get accustomed to the multitude of machines playing through their default noises and flashing lights. And since he's conveniently present, he'll be the target of her question, which is spoken in an effort to be heard over the noise, maybe a little too robustly.]
I was told there were games down here, but are they all malfunctioning?
[ Gaia does have some exposure to higher technology so she gets that these are supposed to be game devices of some type. What is not comprehended is why even the ones not being played are releasing such a siren-song of cacophony. ]

He's gonna owe every damn local in town a million favors after this. Fuck.
Worth it, though. The original bar he'd found hadn't been in horrible shape, so he figured it had been left to sit for about six months or so. Nature hadn't really taken hold yet, but it wasn't too far off. He'd been able to salvage a lot, enlisting locals to help out and throw things together. It's all paid off though, and he flashes Raleigh a smile as he pours him a whiskey and slides it right over. ]

she watched someone play a motorcycle racing game, one where the players had to sit on an actual arcade motorcycle with the controls built in. it looked like fun. and she was wearing her jeans (not workman's denim, she'd finally been corrected of that) and she wanted to play.

She remembers she had once shared with Dean that Pietro was here. While he may not remember that, Wanda does. It'd be nice to spend some time with a familiar face, even if that familiar face doesn't find her so familiar.
It's the simple things.
Wanda slips into Rocky's Bar and tries to keep to herself and be as small and quiet as possible. After she takes it all in and happens to find Dean, she invites herself to his table with a small plate of food.
Standing, she smiles and teases, "Should I now call you Rocky Squid? Is Dean Squid no more?"

Arcade/Karaoke
"OHMUHGOSHITSANARCADE!"
Understand that arcades were not something that Luz grew up with: her mother had to tell her about such things like driving out to find them, getting game tokens and playing games for cheap prizes. Having a home console simply didn't sound the same as loading up on bad junk food and crowding around a good beat 'em up. Luz gives her admission and is already all over Pac-Man and Galaga.
A little later though? You'll see the supposedly more mature Luz knee deep into DDR, making moves one would not think that the accident-prone girl was able to execute.
Then again, seeing Luz on her staff, you'd assume she has way more familiarity with being fluid than you'd think.
If it's late in the night, Luz has now taken to Karaoke and currently belting out the hits, occasionally sipping her favorite drink, a bright Shirley Temple. If she's really into it, she'll be doing some of her own choreography too.
Mature indeed.
